No, not Monterey. They rocks are just something sedimentary, maybe some kind of shale, but I don't know.
The rocks could be igneous plutonic, but they aren't igneous volcanic. That is, if they were ever molten, they solidified before they reached the surface.

Kelli, I had the same feeling about your picture as Marylyn had therefore I googled for beaches in California that have volcanic rock. Suprise for me was that between San Fransisco and San Luis more then half of the beaches have volcanic rocks along and on the beach.

I'll look in a book I have and see if it says anything about the rocks. It talks about the geology in the area because it is complex and not completely understood. Here is the only close-up picture I have that shows the rock. Most of what you see is small anemones with tiny stones stuck to them but there is some bare rock, which is smooth and not porous.
Kelli, that would be a great biology specimen...
