ge they are listed in catalogues as border dahlias/container dahlias/patio dahlias/dwarf dahlias/low-growing dahlias/bedding dahlias. ADS calls them border/container dahlias. 26" and under.

ge - there are dahlias that hug the ground (Dahlietta), some around a foot tall and others taller. Always check the height so you get what you want.
