what is wrong with these forsythia?

I planted these two years ago under some pine trees. This year they only bloomed on the bottoms (where you can see the mature leaves now). I was worried this was because they weren't getting enough light so I moved them to a really sunny spot a week ago. They seem to have survived the move okay.

However, the tall branches are only leafing out slowly, even though they are covered in buds.

What do I do so that:

A. they bloom all over next spring and

B. the fill out, rather then being so tall and leggy?

If you just moved them I wouldn't worry if they're slow to leaf out--when you transplant things that stresses them, plus they will want to work on getting their roots going first before they do much with top growth so I'm not surprised that it would slow down their leafing out when you transplanted them.

Do you think it would help if I pruned them down to the super leafy part? Or should I wait until they leaf out all the way?

I'll let someone else give you pruning advice on them--I don't have any forsythias so I'm not sure what's best for them in terms of pruning.

From my understanding if you want forsythias to bloom they shouldn't be pruned except for in the spring, right after blooming. If they were mine, I would probably prune them down now, so they will look more compact.

In my experience, the super leafy part should grow very fast and will probably meet your woody part by mid-summer. If you leave the woody part you will be assured of blooms next spring. Forsythias are prettier to me if left a little airy and not too compact.
