Beginner Gardening: what is wrong with these forsythia?, 1 by rubia16

I planted these two years ago under some pine trees. This year they only bloomed on the bottoms (where you can see the mature leaves now). I was worried this was because they weren't getting enough light so I moved them to a really sunny spot a week ago. They seem to have survived the move okay.

However, the tall branches are only leafing out slowly, even though they are covered in buds.

What do I do so that:

A. they bloom all over next spring and

B. the fill out, rather then being so tall and leggy?
