I have Waxleaf Ligustrums and citrus trees. I'd like to know if I should use Jobe's Spikes to fertilize my plants? I heard that they don't provide even fertilization of the plants.

Your Waxleaf Ligustrum is considered an invasive introduced plant and you should be very careful not to let them make seeds that birds can carry to other areas, It has even been banned for sale in some areas.
As far as your citrus, they are heavy feeders and the Jobe's spikes are probably not the best option. There are a number of specific citrus fertilizers available. Just google citrus fertilizers and you'll be given a number of choices.
