Be careful when you use vinegar on your plants in that it is a very good organic herbicide.
I have used it to control some types of grass like quackgrass and other weeds in the garden. It may kill the Dahlia foliage but I am not sure about this. It kills only those plants that it touches.
But used on the bugs not on the plants sounds like it should work but I have not used it on bugs so I cannot speak to this.
