I've used a heat mat without a thermostat. You can designate a place in your tray to stick in a soil thermometer. If the soil gets too warm, raise the tray off the heat mat a bit until you get the right temp. Now, if you're starting Meconopsis, you'll kill them with a heat mat. They like 55-60 F, so although they were in the basement, I even had to raise the shop lights up several inches to keep from cooking them.
