It's about 12 miles south of Salvo. On the 1:48,000 scale map, you'll see a purple line going out into the ocean. That is the pier.

I guess it's time for another hint. It is in the southeast quarter of New Mexico and is above 6,000 ft elevation.
The big white building appeared to be made of adobe. That isn't a hint, just some trivia.
