Struggling to find a couple perennials that will survive our zone 7a summer heat and cold winter and have blooms spring, summer, fall. Place planting will have full sun and not much water.
Ideally would like to find a flowering powder to royal blue plant that grows 2-3'
and
would like to find flowering mounding plant that blooms white growing 1-2'
I am pairing them with ICE plant that has done very nicely for years.
Like Diamond Frost and Vinca but our winter will kill it
and
Agapanthus but again our winter will kill it, like clematis but don't know a variety that is not purple.

that's a tall order as I don't know any plants that give flowers, leaves and colour all year round AND take winter cold.
some of the plants you mention will last winter IF you give a top dressing with compost or other mulches. OR Lift them out the ground and store inside in a cool dark place and only JUST water enough to keep alive.
Clematis do come in Blue BUT, it all depends on the soil etc, other colours apart from purple.
RED Clematis : Ernest Markham.
Deep Pink Clematis Ville de Lyon.
White Clematis florida Sieboldii. (has small splash of purple at centre of flowers)
Blue Clematis Lady Balfour, a violet Blue
Go do a search for Clematis growers and they will have loads of pictures of all different types of Clematis, some are called Alpines as they flower on bare stems in Autumn, mine is Yellow flowering,

Kathleen, I don't know of any perennial that fits your want list. Blooms constantly? However, Amsonia Hubrechtii comes close. Ice blue blooms(in spring only), 3 feet tall, likes full sun and it's deep roots can withstand very dry conditions, hardy to your zone both ways — to me it's the most perfect perennial I have ever seen. Although it only blooms in the spring, the summer foliage is soft and beautiful and in fall it turns brilliant gold. Stunning. I will include pictures for you. First is summer, next is fall, then spring.
