Remove the weeds or till them under?

Highlands, NC(Zone 7a)

I did not turn under all the beds this past fall & now all the ones not turned over are already filling up with weeds.

Before it started raining this morning, I got 2/3 of one bed de-weeded & lightly turned. I took out all the bigger weed roots but left the small stuff. Am I putting too much work on myself?

How many turned under weeds are too many & how much should I be removing?

Try to remove them all because they will just grow back

If you are transplanting into the beds and not planting seeds, you can use a pre-emergent product like AMAZE or PREEN to help stop weed regrowth. The problem with tilling the weeds under is that you also till under any weed seeds and they will sprout. here is a bit of info on pre-emergents.
