Has anyone used a tool called the "Mini Seedmaster Hand Seeder" --??--

It's purpose is to be more precise when planting tiny seeds and helps to eliminate thinning...thus saving time and plants.
This one uses a 'plunger' mechanism and I'm just wondering how it works to dispense the seeds --??-- Wondering if I could just use an old syringe that I've had from some of my dogs medicine ....?
