I live in an apartment and love to have flowers everywhere, but have to decide what's easiest for me to take care of.............am handicapped and can't 'work' too hard at it.........fortunately my kitty does NOT bother with plants! I would like to grow things from seeds......also have AV that have stopped blooming :( and following everything I have learned.......at the present> Maybe they are just asleep...temporarily..
But need your help...thanks...

What types of houseplants are you thinking of and what kind of window exposure do you have?
Perhaps a flourescent light plant stand would be easy for you to handle. They come with shelves with plant light above each. There are upright ones, and low ones.
As far as your AV, they tend to bloom best during the winter from my experience. I have had them growing in an eastern exposure where they would get morning sun during the winter. Mine alway took a rest during the heat of the summer to prepare them for next winter's blooming season. Mine were moved to a north window during the summer months.
What type of seeds? Houseplants aren't alway easy from seeds, and not readily available. Some companies do carry them. Google houseplant seeds and see what comes up
