this year my wife bought me a batch composter, the one you spin . at the beginnig it was full of different material. now it half full. It still has a lot of half broken down leaves and straw, egg shell and the like. At what point should i consider it done

I don't have a spinning composter--just a compost bin. When I think I have usable compost, or simply need some, I place a sifter over my garden cart and sift out the usable stuff and return the rest to the pile. Could you sift and return the semi-composted stuff to the bin?
