Wow that's a lot in one question. Some of those plants I think you might be a bit late for this year. Spinach will bolt once it heats up. You may want to start with some plants in pots for this year and work on improving the soil. I'd say, find some decent sized pots, potting soil, and buy transplants where you can. The lenght of time to harvest is based on the plant and the type. I'd recomend the bountiful container for info on tending a potted garden. Maybe if you can be a bit more specific I can help more.

And good luck =)

You can grow herbs from seed very easily and rather quickly. Basils, cilantro, marjoram, and parsley are just a few that very well and quickly from seed and will keep growing if they are harvested regularly and taken care of. I grow a lot of herbs and what I don't use fresh or give away I dry. Pot them outdoors for the summer and move them indoors later on. I have parsley and marjoram ready to go and I started it in April.

I grew tomatoes and peppers in pots last year. I purchased plants and they took the whole season about 3 months.

I recommend an elevated bed. You will need:

---landscape timbers (they are usually 8 feet long, so you would need about six. If you had a 4x4 garden instead of 3x3, it wouldn't have to do as much sawing! The garden needs to be about six inches deep so this many would cover that as well!)
--- a good soil. Try to find a garden center that sales it by the truckload! You will save a lot of money this way!If you had a 3x3 or a 4x4 you would only need about half a cubic yard. Pure manure is ideal if you can get your hands on it, but if your like me and can't, try to find mushroom compost. It is good stuff!
---a tiller
--- I did not start my garden from seeds, i went with plants and have had great results! It is probably too late in the year for and kind of leafy veggies, and while I have heard it is better to throw your onions and garlic in the ground in October- November, I planted an onion bulb about a month ago, and while I do not have a stem, i did a little diggin' and found that the roots are indeed deep in the ground so it is only a matter of time now! Pepper plants are great and they grow up, which if you are going to have a small garden that is what you want, plants that grow up! The more sun your pepper plants can get, the hotter the pepper! Tomatoes are easy to grow as well, and any kind of squash, zucchini, cucmbers, etc are easy to grow, and if you buy tomatoe cages and place over them, you can teach them to grow up as well, and not take over your garden! I have no idea about carrots though!
---Sevindust to keep away predators!
--PlantTone! It is probably the best plant food you can get! Once your veggie plants are good and sturdy, sprinkle 2 tablespoons around each plant, being careful not to get it directly on the plants, about once a month. You will not believe the results!
---If you have critters running around, I'd invest in some chicken wire to keep them out of your garden also!

All in all it takes about a week from start to finish to get you r garden built and running. That is taking into account the tilling and love making you will have to do to the soil! before you get started though I suggest watching your yard, paying attention to wear shadows falla dn how long they are there at several times of the day. Ideally you want an area that is full sun with no shadows at all! Also, with that you need to research your plants see how big they get and how much space they need to grow. If you overcrowd, you will get small veggies and dead plants! Also you want your taller plants in the back so they do not shade your smaller plants! Always water early in the morning before the sun rises completely or at nite when the sun is setting. If not, you'll burn your plants. Before you water dig about four inches into the ground see if the soil is moist. If itis, don't water! you do not have to water everyday! This will kill your garden!

Hope this is some help!

P.S. Herbs are great in window sills! Be careful of mint though, because it will overtake everything. Basil is great for tomatoes, and chives do great as a border. As far as how long until harvest, that depends on each plant. Tomatoestake about 97 days and peppers i believe take 110
