allum lily didnt flower!

was bought last year in full flower-and we expected so much this year-but nothing appeared-and as it should be in flower in june we have investigated and just found 3 whilte bulbs with hardly and growth .any ideas why they didnt produce this year-sunny spot and was cut down to ground level once foliage had died...someone mentioned a maggot likes this plant-havent looked to see if it is present.
