White sticky fluffy stuff on plants and ivy

Hi
dont know what it is
deposits on leaves and ivy
on ground and wall of ivy
and on some plants
how to get rid of it before damage spreads
and to do it with non toxic solution

Sounds like mealybugs or whiteflies. Make a solution of mild shampoo and water, four ounces per gallon water (one ounce per quart / liter) and spray it on the infected areas. If it is hot and dry in your area, spray it on in the evening, and wash your plants off in the morning. Inspect and treat your plants weekly till the problem is gone.
