Dutch flat head cabbage not growing into a head

Why doesn't Dutch flat head cabbage grow into a head with the leaves tightly compressed together? My plants have the leaves splayed out just like the floppy collard leaves, and naturally the bugs much prefer it that way and have taken advantage of such easy access. Is it because it's too warm and "flat heads" only form in cooler weather?

Flat Dutch has a very long growing season in excess of three months after transplanting. Probably has not had enough time, I have only grown it as a fall cabbage, transplanted around the fourth of July, harvested in late September -October. I don't know hot your summers are, but cabbage is more heat tolerant than most brassica's. Does not do well when temps exceed 100 degrees for any period of time tho.

Farmerdill: Thanks. Now I understand that my cabbage just has its outer leaves so far. I'll grow it again in the fall since our summers can go into the 112 degree range and average is in the low 100's here in the Central Valley of California, zone 9a.
