I don't see why not--the only catch is you will probably need to bring them inside for the winter if you want to keep them from year to year. You're at about the bottom end of the hardiness range for even the hardiest lavenders, and being in a container knocks about a zone off the hardiness so I don't think they'll make it through your winters outdoors in a container (although depending on what kind of lavender it is, it might not make it if it was planted in your garden either). The trick with them in containers is getting the watering right--since they don't like wet feet you have to be super careful not to water them too much, but since they're in containers you will need to water them reasonably often during the summer months. I've never kept them permanently in a container, but I've had a number of them that I've bought in the spring or summer and had to keep in a container until fall came and I could plant them in the garden and as long as I was careful on the watering they did fine.
