If I use the weed killing fabric in my vegetable garden it says to put mulch on top of the fabric. Is it ok to put mulch on that with the vegetables? I didn't know if the mulch would do anything to the soil or the plants. If I can't use mulch could someone suggest what else I could use to cover the fabric.

The big box stores sell 'U' shaped metal staples that hold landscape cloth in place - you can use them to hold down your weed block.
It is possible to make your own (less expensive) using wire that is about the thickness of a wire clothes hanger.
In a climate that is as cold as yours you really don't need mulch, the fabric keeps the soil moist (and warm if it is dark colored).

I always mulch my garden with wheat straw. It's cheaper than wood chips and at the end of the gardening season we just disk it in and it helps improve the soil.
