I just cut the tip of the moonflower seed to soak overnight before I plant them... Half of the seeds are floating the other half not... Are the seeds that are floating "bad seeds" ???

Supposedly seeds that float aren't viable, but I've had floaters germinate before so I don't think that's 100% true. You might let them soak a little longer, could be they didn't soak up enough water yet. But if you let them soak a while longer and they're still floating, I'd probably try planting them anyway--maybe they won't come up but they may surprise you.
