Help! New Tree Leaves Falling

My Lacebark elm is losing it's new spring leaves. The leaves falling off have spots - see pic. Any idea what this is and how to treat it. I'm thinking it's a fungus but I don't know what to do.

I planted the tree in Oct. 2007 and I have not had any pests or diseases until now. The spots are found all over the tree but not on all of the leaves yet.
