Extra small astilbe seedlings?

Have some astilbe seedling progressing, but are extra small. Part of the seedling are in jiffy pellets and others in seed flats.

-Do you still thin out the overcrowded seedlings of this small size?

-How to transplant such small seedlings? The peat pellets are transplanted pellet and all, but how do you deal with the tiny seedlings in the seed flats?
