my broccoli is forming heads, but they are about the size of what you would cut up to put on a platter--will they get bigger? right now from 12 plants I wouldn't have enough for a meal. also, if they will not, how do I ensure they grow bigger next time?

Sounds like your plants are stunted do you have a picture?.

Did you start your plants from seed or did you buy them as starts?

I tried growing broccoli and I think in Georgia it is probably best grown in the fall, usually by the end of April the days are too warm.
If nothing else maybe try shading it in the mid day.

I am beginning to think broccoli, cabbage and cauliflower are best left for weather somewhere else--this is my 4th time trying--between the weather and the cabbage worms I never seem to have luck--BT works on the bugs, but I haven't figured out the planting time--do seeds work better?
I guess I like good challenge (and home grown food) :~)

Broccoli does well in Georgia, easy as a spring crop or a fall crop. Need to transplant into good soil about one month before the last frost date. It is a fairly heavy feeder, so it needs lots of nutrients. Bt takes care of the cabbage worms, trouble free other wise. You do need a quick maturing cultivar in Georgia as it will not take our summer weather. While you can pick the flower heads at any time, but they reach max size just before the yellow flowers open. maybe I am not giving it enough fertilizer because I have not fed anything since I planted it--I will try adding slow release next time I try--is it too late now that it is forming heads or should I give it some now?

It's too late for those heads. From the look of the photo, you ought to be cutting them before they go to flower.

But they may develop side shoots if encouraged.

Yes cut them little as they are and try again in the fall. Fall makes really sweet crops here I suspect there as well.
