Over the years my beds have become sorta flat and taken over with clover. I want to raise them but need some guidance. Should i pull out the old dirt and mulch and lay my paper then add fresh dirt and mulch or should i just put paper over the existing area and add from there?

If you're making raised beds I can't think of why you'd need to go to all the trouble of digging out the old dirt, I would just put stuff over top of it.
