Teensy, Tiny Green Insect w/itty bitty little black dots

Living in Southern Cal. These are on the undersides and branches, too, of my fuchsias and flowering maple flowers. Are they aphids? There are the teensy, tiny green insects and then these little, hard black dots. Thank you so much! Rusty
