I was getting ready to dump the dead roses out of a vase and noticed new bright growth under the water, along the stem. Is this the plant rooting? Or do roots have to be started from the base of the stem and rooting powder?

Do you have a picture of the "new bright growth" that you're seeing under the water? Does it look like roots starting to develop, or is it just that the stem is still green and because that part's under water it looks a different color than the rest of the stem? I've never tried to propagate roses but I don't think that rooting them in water is the typical way it's done, doesn't mean it's impossible though.
If they continue to grow I'd plant them and see. There is nothing to loose.

From What I have read about the propagation of roses is that you will never get a plant the same as the one you took cuttings from .I have grown a climbing rose from seed and it has taken about 3 years to get to about 1 foot.Last year we had several lovely flowers on it. Though I cant remember what the original looked like! I have also grown several Crab apple trees from seed with great success.Though I read that trees grown like this may never flower or fruit.But they are very healthy looking trees,if only the rabbits would leave them alone!Who knows you may come up with a new version of a rose!
That looks like new growth to me!! Plant them put a mason jar over the top. Is it warm there yet? If not just change the water everyday or so wash off the roots and put them back in.
