I saw a bush with many tiny branches, each with a tiny white flower. Flowers were 1/4 inch across, and looked like a very small rose with 20 to25 petals on each flower. Does any one know the name of this bush?

without a pic its hard to tell it sounds like either mock orange a wild rose even some small dogwoods can look like roses and have tiny branches
Maybe Spiraea of some sort? Or Serissa foetida (one of its common names is Snow Rose and the double flowering cultivars would fit your description). I hope you can post a picture, it's going to be very hard to get a positive ID otherwise.
