planting early or too late

I've grown a few veggies,(mostly just my favorites) tomatoes,cucumbers, zucinni,yellow crook neck. Last year I added Beans and Okra.
Now the question, I want to grow potatoes this year either a red new potatoe or a yellow russet type,( I know I can grow sweet potatoes this summer )
I also want to try Garlic this year,from what I've read I probably should have planted 2 or 3 months ago but we have had moderate weather for the most part and I'm hoping someone can advise me as to whether it would be worth the work to try it now?
The potatos will be growing in tires stacked to form the "hills" and I have a shallow raised bed for the garlic that get about 8 hours of sun then is shaded the rest of the day.
All advice will be greatly appreciated.

Regarding the garlic: Garlic requires cool weather for planting and early growth but is best when it comes to harvest in hot weather. Garlic requires 90 to 100 days to reach harvest. Garlic is best planted in late autumn in warm southern regions and where the soil is light and sandy. The question you have is: Are there 60 or so coolish days left or will the weather warm before then? You might give it a try now. And plan to plant in fall for next year. Garlic comes to harvest from mid- to late-summer.

Hence the delimna, I generally don't plant seed or transplants until mid april because we almost always have an Easter freeze. Having said that we also have some rather warm days possibly into the 70's for short periods in march, so I guess if I planted now 60 days would be mid March and mother nature only knows how cool it will be between now and then, what the heck I'm gonna try it anyway.
Anybody got an answer about the taters?

Here, February 14 is the target date for Irish potatoes. You are a shade cooler. so you should be good from the middle of February to March 1.

The reds ( notably Pontiac) do well here. Russets take too long and fare poorly. May do better at higher elevations.
