I have been growing an amaryllis indoors for the holiday season. The stalk is close to 18" tall, but the leaves are tiny, only about an inch tall. The bulb has been growing for a little over 2 weeks and the flower case is already starting to open. Is this normal?

Yes, when growing them indoors this is completely normal. If they are hardy in your zone and you grow it outside next year, the foliage will emerge first and then it will bloom.
Yes, plantfreak is correct. This is normal. After the plant has bloomed, the leaves will grow. Make sure that you let the leaves continue growing until it's time to put the plant into dormancy. This is necessary in order for the amaryllis to bloom again next year.
