Can some tell me what is wrong - is it a virus - can anything be done about it?

I have fertilized it several times hoping that was the problem, but no improvement so far.

You might be overwatering it, the leaves have gone yellow which often happens when its over watered? Is the plant in a pot that can drain water away? Does the plant get sunlight?
