How do I restore soil

Can you give us a little more info on what's wrong with it? In general incorporating organic amendments (compost, etc) is a good place to start but if you have some more specific info people can probably give you additional suggestions.
Well basically this is my first time making a garden. The resignation of the garden is Fontana, California where the weather is sometimes kind of dry. I'm inclined that the soil has never been treated because there are a bunch of rocks and I'm just wondering how I can restore the soil.
If it's too rocky you may find it easier to build raised beds and fill them up with good quality topsoil rather than trying to dig in amendments. Otherwise get yourself a bunch of compost or soil conditioner and work it in, that ought to help you get a start.
