i have tried to the grow same plant, but it hardly ever grew any new leaves. how can someone grow the same plant in such a tiny pot?

How long have you had your plant? If you've had it for a very short time then you may just need to be patient. But if you've had it for a long time and it hasn't put out any new growth, then something in the conditions you've got it in must be a bit off--either it's got too much or too little water, light, fertilizer, etc. Also it's not necessarily good to have a plant that size in a tiny pot, it'll tend to get rootbound and then need to be repotted into something bigger if you want to keep it healthy.
It could be that someone cut the top off a large, established dieffenbachia plant and stuck it in that small pot to root.
Really good dirt less soil mixtures are key to big big big plants in little pots with good feedings, light, and care.
