I was planning on planting Weigela Midnight Wine in my yard, but the Zones are 4-8. I live in Zone 9b. I'm afraid the flowers will not be as beautiful with a warmer climate. Any chance I could still plant it and have it bloom beautifully? Or any idea what I could plant that has the dark leaves that is small and blooms so long?

I think you'll be fine, summers in Palo Alto are not hot at all and as far as I know they don't need a ton of winter chill to bloom. You might consider investing in a copy of the Sunset Western Garden book--they have developed their own zones which are much more useful than the USDA zones to figure out what plants will do well out here. The book has maps so you can figure out your zone, as well as a ton of listings of plants and what Sunset zones they'll do well in. I don't think I've been steered wrong yet using it to figure out what will do well here.
