Cedar wood chips ok for gardens?

Hello! I just finished planting mondo grass to border where my starter garden meets the sidewalk. We already had red cedar wood chips there (all that's in the garden right now are about 5-6 shrubs, and now the grass). I want the mondo grass to spread and fill in the little gaps I have between each clump I planted. Will the cedar chips around the grass prevent that from happening, or will the grass just grow up through it? Thanks for any information :)
