Probably Paulownia tomentosa. It's a nasty weed tree, invasive in many areas of the country. I'm not sure about Washington--the states where I know for sure it's been declared invasive are in the east/southeast, but before you decide to keep it I'd definitely research how it behaves in your area.

If thats the growth for one year or even two, then you just know it aint suitable for an average garden, just imagine what it will be like in 5 years time, not to mention the roots, either depriving everything else of moisture and light etc, so as Ecrane said, when you come across things like that and fast growing, always check them out as it is easier to deal with small problems before they get too big to handle by yourself. I just had one of these pop up at a clients house. My DG friends told me it's a Paulownia. I went and dug it out, what a root system. It stood 5 ft. tall , in 1 years growth. I'd cut it out unless you had a place where it didn't matter, I hearr it has great flowers.

Someone a few blocks from me planted one of these and in 5 years time it was gargantuan and not a pretty sight.

It had surface roots everywhere and it buckled the sidewalk.
The city made them remove it.

I thought it was a nice looking tree, I love it when they come to me on their own. But, this one was in a crappy place and the root system was eating the house so no transplanting for it.
