please help identify what is on my four o'clocks

I went out of town and made sure my plants got watered, but when got home my four o'clocks had these white dots/eggs on them. There is bouganvilla and batface cuphea around the four o'clocks and thankfully they do not have these things on them. Id on my problem and any advice to treat would be greatly appreciated!

aphids or whitefly, i would guess. i can't really see them. if they don't fly, it's the former and if they do.....

Thanks! The pic was a high quality photo and I shrank thinking that would be better for the internet. The white things aren't moving....so, aphids! Thank you so much!

the white things that aren't moving are probably the dead skins of aphids. if you look closely, you will see some that are more translucent that are moving around slowly. soapy water will take care of them. spray for a couple of days in a row and that should take care of them.
