I have a 2 year old weeping katsura tree....for the 2nd year now its leaves have dried up by August. I believe it gets plenty of water. Any ideas on possible causes??? Location is mostly sunny and I'm located in the northwest.

If you were in a hot climate I'd suspect too much sun, but your summer temps aren't that hot so in the absence of a picture or other information, a watering issue would be my first suspect. Over and under watering can cause similar symptoms, so just before you were planning to water it next I'd try sticking your finger down a few inches into the soil and see how it feels--if it's bone dry then you're probably not watering often enough, but if it's feeling pretty wet then you're probably watering too much. If you check and that's not it, it would help to post a picture and give us some more info about soil type, fertilizing, etc.
Well, in the summer ornamental trees can get leaf anthracnose, a fungal disease that has the leaves get spotty then dry up. This is possible but with out a picture, it's hard to tell. Lets say it's this, there really isn't anything to do for it. If it's small enough you could set up a preventative spray program. Mostly, i would keep it mulched and watered and fertilized to reduce the stress from summer.
