insects and white dots

cannas have leaf curl, did find bugs that looked like a beetle/fly also purple canna has curled leafs and is covered on stems with white stringy substance. other plants have white dots only way to describe them and on all dif plant kinds ?????????????????????????/ sticky white dots you can scrape off . please help with either or both because theres more
