What's the best fertilizer for shallots? High nitrogen?
Fertilizer for Shallots?
A tad bit of nitrogen for top growth but most important would be phosphorus and potassium so you get good bulbing. Rich compost and/or well-rotted manure will give you a great ratio. Adding a mineral source of potash would give you a longer lasting slow release source of potash as well and will do you justice! (Granite dust and greensand come to mind.)
If you like to use fish emulsion that would be the perfect addition, spraying it every three weeks while the plants are growing.
Happy Gardening!

Thanks, Shoe. I'm going to plant them today if everything goes right.
