Steps 3 ft incline sloping soil/lawn how and materials

Portland, OR

I have a 3 ft slope to a paver patio. I need to make some steps, but don't really want to use railroad ties as they seem to fall apart quickly. What might be the best process and materials to use to get up this slope.. I can easily dig out steps in the soil/slope, but what do I use to reinforce it and have it keep it's shape for a long time? Cinder blocks are ugly and I'm not too sure about using Railroad Ties in terms of endurance, but would love input and ideas.

What about a ramp rather than steps?

I have a similar problem only a lot more than 3 feet, probably close to 20 feet. My husband and I visited a local quarry, and learned a little but not enough to build our own stairs. We got an estimate from a landscaper of $8,000 for bluestone steps. I tried to find a "pattern", diy, or other directions for building but nothing totally definitive. If anyone knows a good book, Web site, or article on building your own staircase, I'm interested.
