I just started a very small silver lace vine in a pot. I want it to cover a fence that is 2 ft high by 25 ft long. The vine has already grown 2 ft in height and I want it to now go horizontally to cover the lenght of the fence.
Can it hurt it if I force it parallel to the ground? It seems to prefer growing upwards.

No, you can train it in a different direction if you want to.
