I would like to grow a tangerine tree in a pot. Is there a special way to do it, besides just burying the tangerine in the dirt and watering? should I cut it in half? just plant the seeds?

I would remove the seeds from the tangerine and clean them, then plant those. I'm not sure that they will come true from seed though, so if you want to know for sure what your eventual fruits will taste like I'd probably buy yourself a baby tree instead of starting it from seed (you'll get fruit sooner if you start that way too)
I grew one years ago strictly as a houseplant and it was beautiful. I let the seeds dry for an hour and just planted them about an inch deep in regular potting soil. One grew and ended up getting up to about 4 feet tall. They have the prettiest dark green leaves.
