I am not very experienced in landscaping, and I have several of these bushes that need maintenance. Can anyone tell me what it is, and how to salvage it?

Looks to me like it is a Spirea - recovering from a very hard winter. I would prune back the winter damage and let the shrub recover.
Definately a hard winter for sure! How far back should I prune the winter damage?
Looks like you still have a lot of last years dried flowers on it. Give it a good haircut down to where the foilage looks decent. It will start growing new leaves in no time. I'd do it soon while there's still a growing season. They recover nicely from pruning.
