That doesn't look like a disease to me. It looks like some critter pecked on it. Do you have chickens or such?

Or it could be there was a bug around when it was a bud and it nibbled a little and now it shows up when the flower opens. If it's not getting worse and the plant doesn't have any other symptoms I wouldn't worry about it.
