These little critters are on the bottom of a leaf on my sweet pepper plant. Are they what I think they are?

Leaf-footed Stink Bug nymphs (babies).
Grab every one you can either with your hands (they will release a pungent aroma when you handle them) or with a handheld vacuum cleaner.
They will wreak havoc on your peppers and tomatoes if you have any that are still alive in July. ;)
