I found this this morning on my garlic. Should I kill it?

I would place it in a clear plastic bag sealed shut and see if a local nursery can help you identify it. Your local Agricultural Extension Office could also help. Most garlic problems are with root rot diseases. Obviously this is not one of them but rather a pest of some type. Ask about moths, leaf chewers and skeletonizer larvae.
