I have two miniatre white oleander plants that were planted a year ago and neither are flowering, but they are growing. Why are they not blooming?

Lots of shrubs won't bloom the year after they're planted, especially if they were very small to begin with. There's a rule of thumb for perennials which some shrubs follow too..."first year they sleep, second year they creep, third year they leap". I've had a lot of shrubs that don't bloom the year after I planted them. As long as they're growing and looking healthy I doubt there's anything wrong with them, you'll just have to be patient. And the summer's not over, there's still a chance they might give you a few blooms this year, but even if they don't I wouldn't worry.
