Why do I have only tops? Anybody know?

There could be a lot of reasons, depending on the circumstances.

How long ago did you plant them? What type did you plant and what is the growth time on them? What kind of soil? How much water have they had?

Basically, any extra data that could please be provided would definitely help us to make a more educated guess and try to help you out.
