Harvesting shallots

I am in a small quandry as to when to harvest my shallots. They were planted last Fall and they still have shoots that are about 80% green and the top 20% withered. Do I wait for all of the tops to wither, or do I harvest now. I read somewhere to plant in the Fall and harvest at the time of the Summer Equinox. Today is June 20th, the Summer Equinox. Is today the day to harvest?

I cant tell you the best day to harvest your veg, as I have to rely on how well they have matured by the weather, but for you shallots, the best time to harvest them is when you notice the foliage start to die down, if you wait till it all dies down, you are letting the bulbs start to form new bulblets and they will either cause rot at storage or be tough to eat, the best thing to do is to lift the bulbs using your fork, not too close to the bulbs or you will stab them, as you lift the bulbs, shake off the dirt, lay them along the rows for a few days so the bulbs dry the outer skins which turns a darker colour like an onions outer skin, then take them indoors to shake off ALL the dirt, tie the bunches together by the foliage and store them in a cool/cold dry place for future use.
