I planted this 3 weeks ago from a 3 gal pot. It is still wilting. Any suggestions or tips?

Especially if your weather's been warm it could just be transplant shock. I would doublecheck your watering though--wilting can be a sign of too much or too little. Stick your finger down a few inches into the soil and see how it feels--if it's really wet then lay off the water and let it dry out a bit, but if it's feeling bone dry then you need to be watering more. Newly planted plants' roots aren't able to take up water as fast as the plant needs in hot sunny weather, so even if there's plenty of water in the soil the plant can still wilt on a warm day because the roots aren't able to take up water fast enough. This is why it's important to check the soil, if there's enough water there and it's just wilting because it can't drink fast enough, then if you water it more that can cause the roots to rot.
